Video Encoder is a free multi-codec transformation tool that allows converting to and from the most-used video formats, such as MP4, 3GP, AVI, WMV, FLV, or VOB (MPEG2). The whole conversion process is very straightforward, allowing, when needed, for a high level of customization of the output file.
The program is designed to convert full video streams, not offering the possibility of converting selected sections. This is probably the main reason why it does not include any kind of viewer, though it would be certainly useful to check beforehand which video is going to be converted, as well as the original aspect ratio, or the native quality level, thus making customization a simpler process.
It does allow you to convert any number of videos (regardless of the input format) to the output format of your choice. Here the basic quality settings offered in the main window are really useful - using expressions that any user understands, you can choose different levels of quality, from “very low” to “very high”, or just keep the quality of the original video.
More suitable for individual conversions, this tool offers you more specific settings that will allow you to select the bit rate of the audio stream, as well as the frame rate, the frame size, the aspect ratio and the bit rate of the output video. As a bonus, you can crop and pad the resulting video file, though this operation may be a bit tricky, as the program offers no preview functionality.
